Provision of urban amenities Provision of urban amenities (Updated: March 2007) Success in provision of urban amenities is directly related to the branch financing. The City Administration is constantly striving to provide for maximum attraction of all level budgets’ and investors’ funds with both legal and physical persons involvement in creation of comfortable living conditions in the city. Improvement of street and road network and traffic safety is among priorities of the Department of Municipal Economy of the City Administration and district administrations. Since 1997, in pursuance of the law "On traffic safety", the City Administration has been covering all the expenses related to operation and construction of traffic regulation technical means. Total length of municipally owned roads and streets is equal to 758 km with the total area of 12.2 million m2, including those with improved paving: 487 km with the area of 9.3 million m2. In 2006 RUB 1528.8 thousand were disbursed on roads and streets construction; road repairs, including both current and urgent repairs, were performed on the area of 419.7 thousand m2, pavement repairs: 14.16 thousand m2. Paving slabs were installed on the area of 9.1 thousand m2. RUB 23.4 million were spent on maintenance, repairs and reconstruction of storm water sewer network. Since 2004 integrated approach to street repairs has been in effect, that is not only the roads, but also pavements and storm sewer systems are repaired with the planting sanitary cleaning-out. As of the beginning of 2007 there are 8,009 road signs and 127 traffic lights, 85 of which are in federal ownership, 19.6 km of regulatory pedestrian fences and 15 speed bumps in the city. Automated traffic control system (ATCS) is operating installed along the Moscow Avenue. Video surveillance system with 8 cameras is installed along the Moscow Avenue at the section between the Volkov Square (ATCS Control Center) and Nagornaya Street (information centre of the State Traffic Safety Warden under the Yaroslavl Oblast Department of Internal Affairs). In the current year road signs are being installed and road markings are applied in accordance with new standards which considerably increases traffic safety. In 2006 428 km of road marking lines with the stripe 0.15 m wide and 21 km of zebra crossings were applied. 786 road signs have been replaced or installed anew to meet the current regulations. 216 metres of pedestrian fences were replaced, and 16 traffic lights lamp lenses were changed for LEDs. LED beacons have been installed on 17 traffic islands. Last October a new bridge across the Volga River was put into operation. On October 13, 2006 President Putin opened it officially, thanked all the workers for their good work and wished them success in construction of the complex second stage. Mostootryad No.6 (bridge construction company) and DSU No.1 (the city of Vologda road construction company) are the general contractors of the construction. The new Jubilee Bridge is 733 metres long, its roadway is 15 metres wide, and the throughput capacity of the bridge is up to 50,000 cars per day. By 2013 it is planned to construct two viaducts and nine road junctions, the total length of which inclusive of the bridge will be equal to 26 km. Upon the construction completion the transit traffic stream going along the federal highway Moscow-Kholmogory will be redirected to go through the edge of the city. During the summer season of 2006 Gorzelenkhozstroi and Novoselki specialised municipal companies performed a thorough gardening job around the city: current or capital repairs of 51.1 thousand m2 of lawns was performed. Trees in the streets were cropped, 766 new trees and 5,116 bushes were planted. More than 693.6 thousand flowers of over 50 varieties were planted in the area of 7.9 thousand m2. Over 1.3 million flowers were sold to the Yaroslavl inhabitants and visitors. 110 benches were installed in recreation areas around the city. In parks and boulevards 11 metal-based vertical flower structures were installed (3 vases, 2 balls, 2 bears, symbols of Yaroslavl, a basket, a star, a peacock and a pearl). 1540 trees and 170 bushes have been uprooted. The municipal enterprises culled 3598 trees. Flower exhibitions were being held around the city. The following gardening and parking work has been executed around the town in 2006:
Solid domestic waste collection and removal In November 2003 a new system of solid domestic waste (SDW) collection and removal was introduced in Yaroslavl based on using European standard garbage containers with the volume of 1.1 m3 and back loading garbage trucks. For that purpose in view the following has been purchased: · 2,334 European standard containers at the total price of RUB 25.5 million, · 20 ÊÎ-427-32back-loading garbage trucks derived from MAZ trucks and 3 MKG back-loading garbage trucks derived from GAZ trucks at the total price of RUB 33.8 million. For installation of European standard waste containers 565 container sites have been reconstructed out of the total number of 620. A new system for solid domestic waste collection and removal has been introduced for all housing and public facilities. At present solid domestic waste in Yaroslavl residential districts is removed twice a day. According to the new schedule, solid domestic waste is removed at 35 route schedules, bulk waste, at 18. All waste collected around the city, except bulk waste, is transported to ZAO Chisty Gorod (Clean City) Company. Secondary raw materials are reused. Owing to briquetting technology, the landfill area is decreasing which improves the city environmental situation. As of today, 5,587 contracts for removal and disposal of solid domestic waste are concluded with the natural resources users registered in the city. During 2006 Spetsavtohoziaystvo Municipal Unitary Enterprise and Yaroslavskoye ATP State Unitary Enterprise removed and utilised the total of 125 thousand tons of solid domestic waste at Chisty Gorod. In 2005 a new system of removing bulk waste (BW) was introduced. In 2006 SAH Municipal Unitary Enterprise transported about 83.8 thousand m3 of bulk waste to the dump of Skokovo Municipal Unitary Enterprise. With a view to improve the sanitary situation, 169 roadside containers are being installed annually from April to October along the main roads leading into the city for the transit drivers to leave the litter accumulated during the journey. About 700 litterbins are installed in the city territory. With a view to prevent the adverse effect of production waste upon health and environment, to exclude illegal waste disposal from practice, and to recreate the original natural landscape, Chisty Gorod is now completing experimental restoration of its clay pit using pressed briquettes of solid domestic waste on the area of 4 hectares.
