Statuary acts

In order to promote investment activities on the territory of Yaroslavl and attracting extra investments into the city economy, the following statuary acts have been adopted:

Yaroslavl City Council resolution No.301 of 18.10.1999 "On support to investment activities on the territory of Yaroslavl"

States "Provisions for investment activities on the territory of Yaroslavl", which defines the following kinds of support to investment activities"

• media coverage;
• providing the right for preferential tax treatment;
• providing investment tax credits;
• providing municipal guarantees;
• participation of the city administration in funding investment projects.

Tax remissions are giving to those participating in investment activities aimed at the implementation of investment projects included in the List, in accordance with Russian Federal and Yaroslavl regional legislation on taxes and dues and City Council resolutions on taxes within the limits for tax remissions given to those participating in investment activities set by Yaroslavl City Council resolutions on the municipal budget for the respective fiscal year.

In accordance with the City Council resolution No.146 of 07.11.2005 "On land tax", those participating in investment activities within the List of Investment Projects in Yaroslavl are subject to tax remissions  exempt from paying 1/2 of land tax to be paid to the city budget.

Yaroslavl City Council resolution No.123 of 20.11.2001 "On municipal guarantees    of Yaroslavl"

Municipal guarantees provision sets the general conditions for obtaining municipal guarantees by legal persons registered on the territory of Yaroslavl. Guarantees on credits for investment purposes are given to those whose projects are included in the List of Investment Projects in Yaroslavl.

Municipal guarantees are given on condition of securing the liabilities  of the debtor before the creditor through the collateral of the debtor's liquidities.

Yaroslavl Mayor Decree No.3893 of 09.12.2002 "On measures for implementation of the Yaroslavl City Council resolution No.123 of 20.11.2001 "On municipal guarantees    of Yaroslavl"

States "The procedure for submitting and considering papers necessary for obtaining municipal guarantees" and "The procedure for decision-making on fulfilling obligations in accordance with municipal guarantees in the guarantee occurrence".

Yaroslavl Mayor Decree No.754 of 29.04.1998 "On the procedure for making the list of investment projects and their follow-up"

States "The procedure for making the List of Investment Projects and Their Follow-Up". The Investment Council has been formed in order to provide for the justified selection of the city investment projects seeking municipal support, as well as to supervise their implementation efficiently. The procedure states all steps for investment projects seeking for municipal support  from preparing and submitting the necessary papers up to making a contract on the form, scale and conditions of municipal support, as well as the further supervision of the city administration of the implementation of the project.

Yaroslavl Mayor Decree No.978 of 09.06.1998 "On approving the Regulations for the Investment Council at the Yaroslavl City Administration"

Regulations for the Investment Council at the Yaroslavl City Administration state the main goal, tasks and authorities of the Council, the procedure for its work and co-operation with participants of investment projects, as well as other procedures to do with  investment activities on the territory of Yaroslavl.

Yaroslavl Mayor Decree No.5788 of 19.12.2005 "On approving the new staff of the Investment Council at the Yaroslavl City Administration"

The new staff of the Investment Council has been formed.
